The subject property is located on the west side of Cronson Boulevard in Crofton less than 500 feet west of Maryland Route 3. the property is identified on Anne Arundel County Tax map 42, Block 5 as part of parcel 33 in the Second Assessment District.

The property is accessed directly from Cronson Boulevard off of Maryland Route 3. Cronson Boulevard is an 80 foot wide right of way paved to a width of 50 feet. The intersection of Cronson Boulevard and Maryland Route 3 is signalized.
bbred.gif (263 bytes)  Soil Classification The Soil Survey of Anne Arundel County, Maryland (issued by the U.S. Department of Agriculture, February 1973), indicates the subject soils to consist primarily of gravel and borrow pits (Gp) and mixed alluvial sand (Mt). Gravel and borrow pits consist primarily of areas where soil material has been removed and used in industrial applications, highway construction or landfills.

The subject property is an unimproved site.  The soils are load bearing and soil characteristics would not add significantly to the development cost of the site.

There were not any specific, apparent signs of potentially toxic or otherwise environmentally hazardous contamination on the subject property at the time of the property inspection.

bbred.gif (263 bytes)  Immediate Neighborhood The immediate neighborhood of the subject is characterized as primarily commercial and industrial. Much of the Maryland Route 3 frontage through Crofton in the vicinity of the subject property is developed with free standing office buildings, retail shopping centers, fact food restaurants and bank branches. Development along Cronson Boulevard is more industrial in nature; uses include a number of warehouse buildings in the Crofton Commercial Centre in addition to a concrete manufacturing operation. Adjoining the subject property to the west is the Little Patuxent River, the Crofton post office and an office building, and to the north is an industrial site. To the east across Cronson Boulevard is a retail strip center containing an approximate area of 15,000 square feet, a Dough Roller restaurant and other commercial uses.

ZONING

According to the Department of planning and Code Enforcement (PACE) for Anne Arundel county, the property is partially zoned W-3, Heavy Industrial, and partially zoned OS, Open Space. Following is a description of the performance standards and uses permitted in each of the zoning classifications.

Approximately 5.09 acres or 81.4% of the subject site is zoned W-3, Heavy Industrial District. The purpose of W-3 districts is to provide for industrial uses that involve more objectionable influences and hazards, and cannot reasonably be expected to conform to those standards that are appropriate for other types of industrial development.

Permitted uses include: (1) manufacturing of a variety of goods, including aircraft parts, alcoholic beverages, automotive parts, boxes, bricks, chemical apparatus, confectionery, concrete products, drugs, electrical appliances, food products, glass and glass products, instrument, professional, scientific or controlling, medical equipment and steel products, among others; (2) automobile and truck rental facilities; (3) coal storage; (4) hotels and motels, if developed as part of an industrial park subdivision; (5) motor freight terminals; (6) offices that are general; (7) warehousing and storage, among others.

Water dependent facilities located on land designated as IDA or LDA within the Chesapeake Bay Critical Area; motion picture theaters, commercial telecommunication facilities, and self-service storage facilities are permitted in a W-3 district as conditional uses. For storage facilities, the conditions include: (1) limiting activities on the site to storage an residence for a caretaker or resident manager; (2) prohibiting servicing or repair of motor vehicles, boats, trailers, lawn mowers and similar items; (3) permitting outside storage only at rear of site with screening; (4) landscaping all unpaved areas, with at least 40% of the site in permeable landscaped surfaces; (5) planting a 25 foot wide buffer at all property lines, allowing only for access.

Automotive dismantling and recycling facilities, cement manufacturing, clay and borrow pits or sand and gravel operations, fertilizer manufacturing, ore storage, sanitary landfills and petroleum products storage, among others, are permitted as special exceptions.

Performance standards in a W-3 district include a minimum site area of at least 6,000 square feet with coverage limited to not more than 80% of the net lot area. The depth of the lot shall be a least 100 feet. A front building line at least 10 feet from the front street is required. Side yard shall be at least 20 feet deep.

A total of 1.16 ± acres or approximately 18.6% of the property is zoned Open Space, OS. This classification is the most restrictive zoning classification in Anne Arundel County and is primarily intended to preserve open areas for recreational uses and to protect persons and property against floods and water pollution. This zoning classification includes lands within the natural drainage system, private and public lands used or proposed for recreation and lands designated by Anne Arundel county as open space.
